解决这个问题，只要把原来的路由：

    }

改为

 public class RouteConfig

routes.MapHttpRoute(

name: "API Default",

routeTemplate: "api/{controller}/{action}/{id}",

defaults: new { id = RouteParameter.Optional });

            );

        }

    }
