grant all privileges on *.* to root@'%' identified by 'CTjetrrrr' with grant option; 给用户权限
解决方法：
第一步，用root用户登录：mysql -u root -p
第二步，设置参数log_bin_trust_function_creators为1：set global log_bin_trust_function_creators = 1；
再次尝试创建触发器，成功！(同样，在删除触发器报该错误的时候也是如此处理）
