在LTE信令中存在三个,分别是 SRB0、SRB1、SRB2
SRB0:不需要建立,上下行就有的
SRB1:需要建立,它主要用于上下行的信令 和 部分NAS 信令
SRB2:需要建议,用于NAS层的消息
