bat解决Beyond Compare 3打开时，报3281-0350错误的问题

1. 核心
   删除BCState.xml文件TCheckForUpdatesState标签内的所有内容
2. BCState.xml文件位置：
   C:Users【你的名字】AppDataRoamingScooter SoftwareBeyond Compare 3
3. bat创建位置：
   和BCState.xml文件同级目录
4. bat文件具体内容：
   前面8行是在删除TCheckForUpdatesState标签内的内容
   最后start，直接启动Beyond Compare 3
   bat命令写的不太好，如果有神路过，还请指点
