解决方法

一、进入docker容器 (fc9347f90997是容器ID)
[root@localhost /]# docker exec -it fc9347f90997 /bin/bash

二、登录mysql
root@fc9347f90997:/# mysql -u root -p
Enter password:
Welcome to the MySQL monitor. Commands end with ; or g.
Your MySQL connection id is 10

三、授权
mysql> GRANT ALL ON . TO ‘root’@’%’;
Query OK, 0 rows affected (0.00 sec)

四、刷新
mysql> flush privileges;
Query OK, 0 rows affected (0.00 sec)

五、更改加密规则
mysql> ALTER USER ‘root’@‘localhost’ IDENTIFIED BY ‘password’ PASSWORD EXPIRE NEVER;
Query OK, 0 rows affected (0.00 sec)

六、更新root用户密码（789456123是更改后密码，替换自己要的）
mysql> ALTER USER ‘root’@’%’ IDENTIFIED WITH mysql_native_password BY ‘789456123’;
Query OK, 0 rows affected (0.00 sec)

七、再次刷新权限
mysql> flush privileges;
Query OK, 0 rows affected (0.00 sec)

再次尝试连接就行了.
